1. Constituent Assembly Committees

The Constituent Assembly (1946–1949) formed 22 committees to draft the Indian Constitution. Of these, 8 were Major Committees and 14 were Minor Committees.

🎯 Exam Tip: The Drafting Committee under Dr. B.R. Ambedkar is the most frequently asked. Remember: the Constitution was adopted on 26 November 1949 and came into force on 26 January 1950.

2. Parliamentary Committees

Parliamentary Committees are of two types — Standing Committees (permanent) and Ad-hoc Committees (temporary). There are 24 Department-related Standing Committees (DRSCs) in Parliament.

🔹 Financial Committees

Committee Composition Function
Public Accounts Committee (PAC) 22 members (15 Lok Sabha + 7 Rajya Sabha) Examines the appropriation accounts and audit report of CAG. Chaired by Opposition member.
Estimates Committee 30 members (only Lok Sabha) Examines estimates included in the Budget; suggests economies. Largest Parliamentary Committee.
Committee on Public Undertakings 22 members (15 LS + 7 RS) Examines reports of CAG on Public Sector Undertakings (PSUs)

🔹 Other Important Standing Committees

Committee Key Function
Business Advisory Committee Regulates time table & programme of the House. Chaired by the Speaker.
Rules Committee Considers matters related to rules of procedure of the House. Chaired by Speaker.
Privileges Committee Examines questions involving breach of privilege of the House or its members.
Committee on Petitions Examines petitions on Bills and on matters of general public interest.
Joint Parliamentary Committee (JPC) Ad-hoc: formed for specific investigations e.g. Bofors Scam, 2G Spectrum, Securities Scam.
Select Committee on Bills Examines specific Bills in detail before passage. Dissolved after the Bill is disposed of.
🎯 Exam Tip: PAC is chaired by the Leader of Opposition. The Estimates Committee has only Lok Sabha members. The Business Advisory Committee is chaired by the Speaker.

🎯 Exam Tip: The 16th Finance Commission (Chairman: Arvind Panagariya) was constituted in 2023 for the period 2026–31. GST Council operates under Article 279A. Narasimham Committee I (1991) is linked to LPG reforms.

🎯 Exam Tip: Sarkaria Commission on Centre-State relations is a top UPSC topic. Article 356 (President's Rule) was its central concern. Punchhi Commission is the follow-up. Venkatachaliah Commission reviewed the Constitution itself.
