Mission Youth — TEJASWANI
Think of it like this: You're a young woman in J&K. Jobs are scarce. The government says — "Don't wait for a job. Create your own. We'll give you the money, the training, and the support. You build the business. You become your own boss."
Launched in June 2021 under Mission Youth, this scheme has already helped thousands of young women across J&K become self-employed entrepreneurs. It is one of the most women-focused, practical self-employment schemes in the region.
Let's say you want to start a boutique or a food business with a project cost of ₹5,00,000 (₹5 lakhs).
- Project Cost: ₹5,00,000
- Government Subsidy: ₹50,000 (upfront)
- Interest Subvention: Up to ₹60,000 (reduces your interest burden)
- Bank Loan (Mudra): ₹5,00,000 from J&K Bank
- Your Own Investment: ₹0 — if you use the subsidy smartly
- Training: Free EDP via JKEDI
The bank gives you the loan based on the government-backed scheme. You don't need to mortgage your house or land. The project report is your key document. The government guarantee makes the bank confident to lend.
- Domicile: Must be a permanent resident of Jammu & Kashmir
- Age: Between 18 to 35 years old
- Education: Minimum 10th pass (Matriculation certificate mandatory)
- Job Status: Must be unemployed and registered with District Employment & Counseling Center
- Financial Stake: Must hold not less than 50% stake in the enterprise
- Training: Must have received training from R-SETIs or Skill Development Institutions
- First-Timers Only: If you've already taken subsidy from any other govt self-employment scheme, you cannot apply
- One Chance Only: Each woman gets this benefit only once in her lifetime
- No Defaulter: Must not be a defaulter to any Bank/Financial Institution
- No Income Barrier: Rich or poor — any unemployed woman can apply. No income ceiling.
Keep these documents ready before you apply:
- Manufacturing — Small-scale production units
- Services — Beauty parlours, tailoring, repair shops
- Trading — Retail shops, wholesale businesses
- Food Business — Bakeries, cafes, catering
- IT & Digital — Cyber cafes, digital services
- Any other venture — With a valid project report and business plan
The only condition: the business must be a new enterprise or expansion/modernization of an existing small unit. You need a proper project report showing viability.

| Matriculation Certificate | Proves minimum education qualification |
| Unemployment Certificate | From Employment & Counseling Center |
| Project Report | Detailed business plan with financial projections |
| R-SETI/Training Certificate | Proof of entrepreneurship training |

| District Level Committee | Reviews and approves applications |
| Employment Department | Verifies unemployment status |
| JKEDI | Provides Entrepreneurship Development Programme training |
| J&K Bank | Processes and disburses Mudra loan |
| Mission Youth | Overall scheme coordination and monitoring |
- Use Funds for Business Only: The loan and subsidy must be used strictly for the approved business activity
- Maintain Records: Keep proper accounts and business records for annual monitoring
- No Misuse: You cannot divert funds to personal use or other businesses
- Annual Monitoring: A team checks your business progress once a year
The monitoring team includes officials from Mission Youth, Employment Department, and Banking. If any irregularity is found — like using funds for personal expenses or not running the business — Mission Youth can recover the subsidy amount. This is to ensure the scheme benefits genuine women entrepreneurs.
The main banking partner for TEJASWANI is Jammu & Kashmir Bank. They process Mudra loans under this scheme.
The bank processes your loan application, disburses the funds, and collects EMIs. The government subsidy and interest subvention are credited directly to your loan account, reducing your repayment burden.
You repay the bank loan through monthly EMIs. The exact amount depends on your project cost, interest rate, and loan tenure. Since the government gives you interest subvention up to ₹60,000, your effective interest rate becomes very low — sometimes zero.
Important: The loan is a Mudra loan, which is designed for small entrepreneurs. The repayment terms are flexible and borrower-friendly. You must not default, as this affects your credit score and future eligibility.
- Can I apply if I have a private job? No. You must be completely unemployed.
- Can I apply if my family is rich? Yes. There is no income limit. Any unemployed woman can apply.
- Can I use the loan for an existing business? Yes, for expansion or modernization of an existing small unit.
- Can I apply twice? No. One woman gets this benefit only once in her lifetime.
- What if my application is rejected? You can reapply after addressing the gaps pointed out by the committee.
- Can I change my business after getting the loan? No. Not without prior approval from the bank and Mission Youth.
- What if I get a government job later? You must inform the bank immediately. Your loan terms may change.
- Is there an application fee? No. The application is completely free.

The key is simple: have all your documents ready, prepare a solid project report, apply through the proper channel (Mission Youth Portal), and be honest about your status. The process is designed to be transparent — every eligible woman gets a fair chance.
