The Pahalgam Attack: A Tragic Blow to Jammu & Kashmir’s Economy and Spirit


On April 22, 2025, the serene Baisaran Valley near Pahalgam, Jammu and Kashmir—a haven often called the "Mini Switzerland of India"—was jolted by an unspeakable act of terror. Twenty-six innocent lives, including those of two foreign tourists, were brutally cut short. This attack, beyond its immediate humanitarian tragedy, sends shockwaves across Jammu & Kashmir’s fragile economy, particularly its lifeblood—tourism.

Tourism constitutes about 7-8% of Jammu & Kashmir’s GDP. Within 72 hours of the attack, up to 70% of hotel bookings across Kashmir were canceled. Travel operators reported that package tours for the upcoming summer season—a peak period—were either rescheduled indefinitely or canceled altogether.

Major hospitality chains, local homestays, and shikara operators around Dal Lake saw drastic drops in occupancy and bookings. Even the highly anticipated Amarnath Yatra faced fears of reduced participation.

Years of investment into rebranding Kashmir as a peaceful tourist destination took a severe hit. The Brand Kashmir—exemplified by slogans like "Paradise on Earth"—will need considerable diplomatic and marketing efforts to recover.


Recovery Strategies: The Way Forward

For Policymakers:

  • Permanent Security Deployment: As proposed, Army and paramilitary forces must be stationed in sensitive tourist corridors year-round, not just during pilgrimages or peak seasons.
  • Tourism Insurance Schemes: Introduce comprehensive tourist insurance policies to reassure travelers.
  • Strategic Communications: Launch targeted international PR campaigns showcasing Kashmir’s safety measures post-attack.
  • Diversification: Reduce overreliance on tourism by strengthening sectors like IT, horticulture, and handicrafts.

For Businesses:

  • Digital Pivot: Local businesses must leverage online sales (especially artisans) to hedge against footfall dependency.
  • Collaborations: Hotels, transport agencies, and tour operators should collaborate with government security apparatus to build "safe tourist packages."

For Citizens:

  • Community Vigilance: Locals have shown bravery and compassion during the attack. Community-led tourism safety initiatives can build trust.
  • Mental Health Support: Trauma counseling for affected families and workers is vital to community healing.
