Think of it like this: You're a young person in J&K. Jobs are scarce. Competition is brutal. The government says — "Instead of waiting for a job, create your own. We'll help you buy the vehicle. You drive it. You earn from it. You become your own boss."
Launched in November 2020 under Mission Youth, this scheme has already helped thousands of young people across J&K become self-employed. It is one of the most practical, no-nonsense self-employment schemes in the region.
Let's say you want to buy a commercial vehicle that costs ₹8,00,000 (₹8 lakhs) on-road.
- Vehicle On-Road Price: ₹8,00,000
- Government Gives You: ₹80,000 (10% of ₹8 lakh = ₹80,000)
- Vehicle Company Gives You: ₹80,000 discount (minimum matching)
- Total Upfront Help: ₹1,60,000
- Bank Loan for Rest: ₹6,40,000

The bank gives you the loan based only on the vehicle itself. You don't need to mortgage your house, your land, or anything else. The vehicle is hypothecated to the bank — meaning the bank's name goes on the registration until you repay the loan.
- Domicile: Must be a permanent resident of Jammu & Kashmir
- Age: Between 18 to 35 years old
- Job Status: Must be unemployed (no govt or private job)
- Driving License: Valid commercial driving license OR you can hire a driver with one
- Vehicle Permit: Must have permit for passenger or goods transport
- First-Timers Only: If you've already taken subsidy from any other govt self-employment scheme, you cannot apply
- One Chance Only: Each person gets this benefit only once in their lifetime
- No Government Job: If you already have a govt or private sector job, you're not eligible
- No Income Barrier: Rich or poor — anyone unemployed can apply. No income ceiling.
You have two options:
- Taxis — Passenger vehicles for hire
- Mini-Buses — For local transport routes
- Light Commercial Vehicles (LCVs) — Small goods carriers
- Tempos / Auto-rickshaws — For passenger or goods transport
- Any other vehicle — Used for public transport or goods transport with valid permit
The only condition: the vehicle must have a valid commercial permit for carrying passengers or goods. Personal vehicles don't qualify. The vehicle must be registered as a commercial vehicle with the RTO.

- Indemnity Bond: Sign a legal bond (attested by a First Class Judicial Magistrate) promising you have no job, won't take any job until loan is repaid, and haven't taken any other self-employment subsidy before
- Vehicle Registration: The bank's name must be noted in RTO records and your vehicle's Registration Certificate (RC)
- No Loan Transfer: You cannot switch your loan to another bank during the loan period
- Annual Monitoring: A team checks on you once a year to verify employment status and vehicle compliance
The monitoring team includes the Deputy Director Employment, ARTO, and District Evaluation & Statistics Officer. If any irregularity is found, Mission Youth can intervene immediately. This is not to harass you — it's to ensure the scheme benefits genuine unemployed youth, not people who already have jobs.
The main banking partner for MUMKIN is Jammu & Kashmir Bank. Other banks may also be included as decided by Mission Youth from time to time.
The bank processes your loan application, disburses the funds, and collects EMIs. The government subsidy and company discount are credited directly to your loan account, reducing your principal amount.
You repay the bank loan through monthly EMIs. The exact amount depends on your vehicle cost, interest rate, and loan tenure. Since the government subsidy and company discount reduce your principal, your EMIs will be lower than a normal commercial vehicle loan.
Important: The vehicle remains hypothecated to the bank until the loan is fully repaid. You cannot sell the vehicle without the bank's permission. Once the loan is cleared, the hypothecation is removed from the RC.
- Can I apply if I have a private job? No. You must be completely unemployed.
- Can I apply if my family is rich? Yes. There is no income limit. Rich or poor, anyone unemployed can apply.
- Can I buy a second-hand vehicle? No. The scheme is for new commercial vehicles only.
- Can I apply twice? No. One person gets this benefit only once in their lifetime.
- What if I don't get selected in the draw? You can apply again in the next round if slots are available.
- Can I sell the vehicle after buying? No. Not until the loan is fully repaid and bank removes hypothecation.
- What if I get a government job later? You must inform the bank immediately. Your loan terms may change.
- Is there an application fee? No. The application is completely free.
